Monitoring & Evaluation Research Job in Kenya with TUPANGE

 TUPANGE is a five year project being implemented by Jhpiego and its partners.

TUPANGE works in five urban  centers in Kenya to increase and sustain contraceptive use among marginalized urban populations by improving the quality and accessibility of family planning services, particularly by strengthening linkages between communities and clinics, improving the quality of integrated maternal and reproductive health services and expanding the role of the private
sector in the provision of family planning services, including public-private partnerships.

Monitoring Evaluation & Research Advisor

The Monitoring Evaluation & Research (MER) Advisor for Tupange will lead the development, implementation and management of all MER activities for the project.
S/he will work closely with program staff to maintain accurate and up-to-date monitoring frameworks, ensure up-to-date and accurate information in all relevant office database systems and develop research protocols.
S/he will lead program teams in the preparation for data collection, editing, analysis and reporting of assessments, routine reports and evaluation studies as required.
S/he will assist the program staff in preparing program reports, presentations and publications.

Responsibilities
  •     Coordinate with the program staff to create, test, and refine relevant MER frameworks for effective collection, storage and use of service provision data
  •     Work with program officers in producing, maintaining and sharing up-to-date PMP tables
  •     Ensure that the Tupange staff are utilizing the Jhpiego project data bases (currently JEMS, TSM and JRISE)
  •     Produce quarterly reports analyzing the achievements and outputs of the project
  •     Assist in gathering, summarizing and disseminating relevant technical updates on program planning, monitoring, evaluation and operations research within the project
  •     Facilitate on-the-job MER training for staff and stakeholders, especially in the area of use of data for decision making
  •     Develop and maintain a system for archiving MER guidelines, tools, data files, analysis files, reports and presentations for major activity undertaken
  •     Produce abstracts and publications from Tupange data
  •     Lead the MER responsibilities in the preparation of all project reports

Qualifications
  •     A Masters’ degree in MER, statistics, reproductive health or related field
  •     Five years of work experience in leading monitoring and evaluation of health projects and/or HMIS work in Kenya
  •     Experience working with MOH systems and personnel and in donor-funded projects an asset
  •     Excellent analytical, oral and report- writing skills
  •     Computer literacy, particularly in the use of MS Word, PowerPoint, MS Access and SPSS

Purpose of the Post

Under the supervision of the cash transfers program coordinator, the post will support the office in monitoring, evaluation, and reporting activities linked to the cash transfers/vouchers programs funded by UNICEF in Somalia.

Based on the evolution of the scale of the cash transfers/vouchers program, the incumbent might be required to support the program coordinator on additional tasks.

Major duties and responsibilities

  •     Coordinate the cash transfers/vouchers monitoring activities: a. Manage the Cash and Voucher Monitoring Group (CVMG) monitoring process: facilitate in collaboration with ODI monthly CVMG meetings, supervise and support the collection and analysis of cash transfers/vouchers quantitative and qualitative data with the third part monitoring partners (ODI and SATG); b. Provide ongoing technical support and strategic orientation to the CVMG and be the focal point for ODI, SATG and the CVMG members; c. Ensure information flows between the CVMG, the CBRWG and external stakeholders; d. Based on the results of the interim evaluation, ensure that the recommendations to improve the current monitoring system are addressed in collaboration with ODI and the NGOs partners; e. Transform the monitoring results of the cash program into advocacy materials to support fund raising efforts and inform the future of the programme; f. Share progress and results of the monitoring system externally (CBRWG, clusters) and internally (especially with the PME section); and g. Develop innovative ways to regularly adjust the data collection (both quantitative and qualitative) to the challenging and high risk context of the office.
  •     Support the final evaluation of the program, review reports, facilitate the field data collection of the evaluation team, link the evaluation team with the key stakeholders of the program Brief staff members in the zone and liaison offices on the correct application and interpretation of UN/UNICEF personnel rules, regulations, procedures and policies. Provide orientation to newly recruited local staff on personnel procedures and requirements.
  •     Produce lessons learnt and advocacy materials the cash transfers/vouchers program to inform UNICEF decision making and the future development of the program for middle and long term strategy, develop a management response based on the recommendations of the final evaluation.
  •     Support the program coordinator in different tasks such as participation to coordination meeting with partners, supervision of implementing partners, writing of activities reports.

Minimum Qualifications, Experience and Competencies required


  •     Advanced university degree in Social Sciences, Political sciences, international relations, Development Planning, Statistics or a related technical field.
  •     At least five (5) years of progressively responsible professional work experience at national and international levels in programme monitoring and evaluation in the field, experience in emergencies context is required.
  •     Ability to work under pressure is required
  •     Proficiency in written and oral English and local language of duty station required.

  •     Keeps track of received data and source documents.

APHIAplus IMARISHA monitoring and Evaluation Assistant Jobs in Kenya

 Monitoring and Evaluation Assistants
APHIAplus IMARISHA, funded by USAID, is seeking individuals, who are organized, highly motivated and results oriented to join a dynamic team and help bring lasting health change in the Northern Arid Lands.

The project supports integrated service delivery and addresses the social determinants of health in Turkana, Samburu, Isiolo, Marsabit, Garissa, Wajir, Mandera, and Tana River. 

Programmatic intervention areas focus primarily on HIV/AIDS, Tuberculosis, Malaria, Family Planning / Reproductive Health, MNCH, Nutrition, WASH, and the social determinants of health (household economic strengthening for specific target groups).

The positions report to the County Health Coordinator and will be based in the respective sub-counties (Turkana, Samburu, Isiolo, Marsabit, Garissa, Wajir, Mandera & Tana River)

Job Purpose:


To support the Health Ministries in strengthening the health information system.

Key Tasks & Responsibilities:

  •     Assist the DHRIO and HRIOs to verify data from monthly reporting tools (Health Facility & Community) and support its entry into DHIS and KePMS;
  •     Jointly with DHRIO and HRIOs plan APHIAplus IMARISHA M&E supported activities;
  •     Raise field activity advances (FAA) for M&E related support to the ministry of health based on approved work plan and budgets;
  •     Ensure use of correct APHIAplus IMARISHA documentation during implementation of its supported activities (i.e. list of participants, reimbursements and claims);
  •     Monitor implementation of APHIAplus IMARISHA supported activities both by MOH staff and project staff, with regular updates to the project County Health Coordinator;
  •     Track monthly reporting rates of health facilities, Community Units and local implementing partners and give feedback to County Health Coordinator;
  •     Assist the DHRIO and HRIOs with filing and back-up of facility records and reports;
  •     Assist the DHRIO and HRIOs to conduct stock inventory of MOH data collection and reporting tools and report the status to M&E officer;
  •     Ensure adequate availability of tools for community based data (CBHIS, OVC, HBC, BCC, Gender) and their proper use by local implementing partners;
  •     Participate in APHIAplus supported assessments, surveys and evaluations.

Qualifications and Competencies:

The ideal candidate should have a Diploma in Health Records and Information Technology from a recognized Medical Training College plus experience working in a health facility, be a team player and a good communicator able to work under minimum supervision.

Main Responsibilities:
Planning

  • Participate in innovative and standardized research
  • Spearhead and coordinate the development and timely submission of monthly  reports for the donor, as well as other required reports by synthesizing the project activity reports from all the project activities.
  • Track progress of Project implementation and make recommendation to the Management
  •  Synthesize, analyze data and write summary reports by program based on the M&E  results and provide a monthly M&E report to the project manager
  • In accordance with donor requirements, create or maintain procedures for capturing and publishing monthly, quarterly, and annual project reports
  •  Ensure evaluations of trainings and outreach activities are conducted and reports written and submitted to the Project Manager and the relevant persons
  • Participate in the training of Healthy Choices facilitators and Family Matters Programs
  • To work closely with M & E colleagues to design activities to strengthen the capacity of ICL staff in Project M&E methodologies through provision of technical support e.g. skills assessment, training and appraisals. Hence, the
  • M& E Officer will be expected to conduct internal capacity-building programs  for ICL staff on Monitoring & Evaluation.
  •  Execute M&E activities included in the Annual Work Plan, with particular focus on results and impacts as well as in lesson learning.
Proposals

  •    Grant proposal writing
  •     Work with the Project team to estimate costs & budgets
Partners Management

  •     Obtain, discuss and follow-through with feedback from Head office and partners
  •     Work with head office and Partners to keep project focused within scope
  •     Ensure Partners’ expectations are met and exceeded in terms of quality of  product and service delivered.


Required Qualifications, Competencies and Skills
  • Bachelors Degree in Statistics, or other related fields
  • Minimum two (2) years experience with participatory monitoring and evaluation which may include designing and conducting survey exercises, data collection (key stakeholder interviews, focus groups, surveys, and secondary data analysis techniques), and data management
  • Training in Public Health would be an added advantage
  • Experience in donor-funded projects
  • Demonstrable experience in performing statistical analysis and interpreting results correctly
  • Excellent command of computers and statistical software, especially experience with MS Access and SPSS or STATA. Ability to manipulate large data sets.
  • Ability to work independently and to take initiative
  • Service-oriented attitude towards work-- providing positive and timely feedback to colleagues and staff of partner institutions
  • Excellent verbal and written communication skills in English, including the ability to present materials in meetings and at conferences and to write project documents (including evaluation design plans, results frameworks, data collection and data analysis plans, and progress reports)

Purpose of the Job

To provide M&E technical expertise and support project activities and implementation

Key Responsibilities

  •     Participate in strengthening existing M&E systems in the project, programme and
    AMREF Kenya Country Office levels
  •     Take lead in data capturing and reporting using monitoring tools to track project indicators
  •     Provide technical input in the review of reports and participate in field assessments
  •     Take lead in program surveys, organizing and facilitating quarterly, semi-annual and
    annual project review meetings with program staff and partners and giving feedback on M&E activities
  •     Support project implementation team to document and disseminate lessons learnt and best practices
  •     Ensure program integration and growth by participating in meetings and conference Participate in operations research and documentation.

Qualifications and Competencies

The ideal candidate should have a first degree in Statistics, Social Sciences or
its equivalent.

Professional training in M&E and at least four years relevant work experience.

Experience in operations research will be an added advantage.

Must have hands on experience in statistical analysis packages – STATA; SPSS, Epi info.

Excellent quantitative and qualitative skills. Must be a team player, good communicator
and ability to work under minimum supervision.

MONITORING & EVALUATION JOB KISUMU KENYA.

The East African Community (EAC) through the Lake Victoria Basin Commission (LVBC)
Secretariat is coordinating the implementation of the 2nd Phase of the Lake
Victoria Environmental Management Project (LVEMP II) which will be implemented
in all the five EAC Partner States (Burundi, Kenya, Rwanda, Tanzania and Uganda).

Monitoring and Evaluation (M&E) Officer

Reports to: Regional Project Coordinator – LVEMP II

Duration of Contract: 2 Years
Station: LVBC Secretariat Headquarters, Kisumu, Kenya

Main Purpose of the Job:
Under the supervision of the Regional Project Coordinator, the M&E Specialist
will be responsible for guiding the overall M&E strategy, development and
implementation of the M&E system, as well as providing timely and relevant
information to project stakeholders.

This entails close communication with all those involved in M&E aspects of project
implementation including project M&E staff in Partner States, other
implementing institutions, and M&E-related missions by the World Bank
and other partners.

Duties and Responsibilities:
   1. Play a key role in development of the LVBC and LVEMP II Result-Based System;
   2. Guide the overall M&E strategy, development and implementation of the
      LVBC/LVEMP II M&E system;
   3. Develop clear and user friendly M&E Framework and monitoring tools for
      LVBC/LVEMP II;
   4. Coordinate project M&E staff in Partner States and Implementing Institutions
      to ensure effective use of the LVBC/LVEMP II RBS and Tools;
   5. Support and participate in World Bank Supervision missions, evaluation
      missions and other related missions and activities;
   6. Ensure timely submission of reports from Partner States and other Implementing
      Partners and compile the Regional Project Reports;
   7. Guide the regular sharing of the outputs of M&E findings with project staff,
      implementing partners and other stakeholders;
   8. As a member of the LVBC Secretariat M&E Team, Provide M&E support to LVBC
      Projects and Programs;
   9. Contribute to the preparation of the Commissions reports, analysis of
      projects’ and other ad hoc reports, and preparation of management briefs
      outlining progress, performance and trends towards achieving set targets;
  10. Carryout any other duties as assigned by the Management.

Qualifications and Experience:
   1. Have at least a Master’s degree in Environmental related studies, Development
      Studies, or other relevant project-related field;
   2. Professional qualifications in planning, monitoring and evaluation;
   3. Minimum of 5 years experience in monitoring and evaluation of environment
      and natural resources management programs/projects.

Skills and Competencies
The applicant must demonstrate knowledge and skills in:
   1. Use of WB procedures and monitoring framework
   2. The Results Based Management approach and other strategic planning approaches;
   3. Trend analysis and report writing.

PLANNING

EVALUATION, REPORTING & CAPACITY

To work closely with M & E colleagues
to design activities to strengthen the
capacity of ICL staff in Project M&E
methodologies through provision of
technical support e .g . skills
assessment, training and appraisals .
Hence, the M& E Officer will be
expected to conduct internal capacity -
building programs for ICL staff on
Monitoring & Evaluation .
Execute M& E activities included in the
Annual Work Plan, with particular
focus on results and impacts as well
as in lesson learning .

REQUIRED QUALIFICATIONS ,
COMPETENCIES & SKILLS
Bachelors Degree in Statistics, or other
related fields
Minimum two ( 2) years experience
with participatory monitoring and
evaluation which may include
designing and conducting survey
exercises , data collection ( key
stakeholder interviews , focus groups ,
surveys, and secondary data analysis
techniques ), and data management
Experience in donor -funded projects
Demonstrable experience in
performing statistical analysis and
interpreting results correctly
Excellent command of computers and
statistical software, especially
experience with MS Access and SPSS
or STATA.
Ability to manipulate large
data sets.
Ability to work independently and to
take initiative
Service- oriented attitude towards
work- - providing positive and timely
feedback to colleagues and staff of
partner institutions
Excellent verbal and written
communication skills in English ,
including the ability to present

FUNCTION OF THE M& E SPECIALIST

* Develop and implement an effective

* Seek and identify potential funding

* Review proposal drafts in final

thoroughness, accuracy, quality and
effective design .
* Develop concept papers
commensurate with the skills and

QUALIFICATION AND COMPETENCIES:
* The ideal candidate should have a
Masters Degree in Social Sciences or
Business Administration with above 5
years relevant working experience in
an NGO or similar set up .
* Specialized skills in Monitoring and
Evaluation, data analysis , use of
statistical packages and demonstrated
experience in setting up of systems
are essential.
* Fundraising and Report writing are
highly desirable .
* Experience in handling USG , EU , UN
funded projects and project
performance management will be an

* In addition , the ideal candidate
must be an excellent communicator , a
team player who is computer literate,
proficiency in data based
