Duties and Responsibilities

Under the supervision of the Senior Programme Officer, the incumbent will perform the following duties:Based at the Branch Office, Nairobi (BON), the incumbent will function mainly as the Programme focal point for the Sub Offices in Dadaab and Alinjugur with regard to overall responsibilities of programme management.
  • This will include close liaison with the Programme Sections in Dadaab and Alinjugur to review the project proposals submitted by implementing partners for UNHCR assistance programme and provide comments and advice in finalizing the sub project agreements according to the overall plan agreed upon, the priorities set out at the Objectives level, the donor earmarking and overall framework of rules and regulations in force.
  • This will also involve conceptualization of project parameters, resources (staff and funding) and support, preparation of project description, detailed budgets, installment plans, work plans and staffing lists. He/she will be required to ensure consistency among these records, activities and objectives as agreed upon with the implementing partners.
  • The tasks will entail review of these project documents during the mid-year review, year-end closure of projects or at the time of re-orientation of the country operational goals as well as changes required in budgetary allocations, generate and disseminate correspondence with implementing partners, the sub offices and other sections at BON on the design and development of the project documents.
  • Stand—in for or promote synergy with programme colleagues entrusted with similar tasks for Sub-Office Kakuma and BON.
  • Follow-up and ensure timely submission by the implementing partners of Project Monitoring Reports (financial and narrative) on programme implementation as stipulated in the sub-agreements.
  • Conduct a verification of the project records and books of account to determine that the spending of project funds is ¡n order and for the intended purposes.
  • Prepare and disseminate verification reports.
  • Subject to the outcome of the verification, initiate request for release or withholding of the next installment to the implementing agencies.
  • In conjunction with the verification of Project Monitoring Reports, and together with programme colleagues in charge of projects in Sub-Offices Dadaab and Alinjugur, perform Implementing Partner Recording (IPR) for all valid project expenditures in the MSRP system.
  • Develop, update and share a common spreadsheet showing project budgets and rates of expenditure and draw the attention of the implementing partners, sector specialists and Senior Programme Officer on projects with low implementation rate requiring their intervention.
  • Maintain an update on project account receivables (X.21 ) and follow up on the timely submission of Final Project Monitoring Reports that are a pre-requisite for project liquidation and closure, generally due on 31 January of the following year.
  • In this connection, take charge of year-end project account closure, with close consultation with the Senior Programme Officer and the Project Control Officer, on year-end project commitments and follow-up.
  • Undertake a monthly review of project funding requirements and liaise with Project Control Officer in replenishment of the funds.
  • Undertake visits to the field and join the programme teams in the Sub Offices in monitoring the progress of project implementation by the implementing partners, assess their capacity and performance and provide programme guidance and advice aimed at assisting them in effective execution of programme activities.
  • Place on record advice and support provided to the Programme or draw the attention of his/her Supervisor in the event of managerial and/or operational shortcomings requiring his intervention.
  • In close consultation with the Senior Programme Officer, participate and remain fully engaged in the design and development of the Country Operations Plans and other annual planning and reporting exercises and their subsequent revisions.
  • Together with other programme colleagues, sector specialists and Sub-Office Kakuma, participate ¡n all interactive planning, provide inputs crucial to the development of a sound document or report addressing the protection and material needs of refugees and serving the operational goals.
  • In co-ordination with the sub offices and relevant sections at the BON, and participate in operations related to voluntary repatriation or relocation of refugees to other sites.
  • Prepare and develop project documents, monitor all project implementation (financial and narrative) activities, maintaining records and conduct revision of projects and budgets as and when required.
  • Ensure that the project disbursements remain within the authorized allocation, and that there are no over-expenditures or unauthorized payments.
  • In the same vein, maintain disbursement records, supporting documents, project purchasing records, implementing instruments and other relevant project transactions for audit inspection.
  • Facilitate the audit inspection. Follow up on compliance by implementing partners with the audit recommendations and keep the UNHCR Management updated.
  • Participate programme related meetings with the partners, government counterparts and other UN Agencies and prepared minutes, roadmaps or other documents as required; and undertake necessary follow up action.
  • Establish effective working relationships with Government Officials, Local Authorities and implementing partners in successful implementation of the UNHCR programmes.
  • Carry out other tasks as requested or assigned by the Senior Programme Officer or Head of the Section.
Qualifications:
Education and Skills: University degree in a relevant discipline (e.g. Social Sciences, Mathematics, Finance, Accounting, Economics, and Business Administration) preferably at a post graduate level. Applicants possessing Certified Public Accountant or Chartered Accountant Certificate will receive added consideration. Should be very conversant with standard computer software, especially Microsoft Windows and Microsoft Office

Experience:
A minimum of five years experience ¡n programme management within the humanitarian context. Proven experience with UNHCR or other UN agencies in similar job responsibilities will be given preference.

Languages: Fluency in English is very essential. Good drafting skills (English), good communication skills and good knowledge of Swahili are an advantage.

Internal work relationships

Regular / periodic consultation with Assistant Representative (Programme) on important / policy matters.
Regular liaison with the Senior Programme Officer on day-to-day matters over emails, discussions and/or meetings.
Liaise closely with colleagues in Sub Office Kakuma.
Consultation with other Sections, sector specialists and programme / protection staff at the Branch Office.

External Work Relationships


Co-ordination of programme implementation with all implementing partners ¡n Dadaab and Alinjugur Sub Offices and their respective Head Offices in Nairobi;
Regular interactions with local authorities and other UN Agencies.

Background

The UNDP Somalia Country Office, based in Nairobi, is looking for interns in various disciplines. Students from these disciplines are welcome to apply, and depending on qualifications, shall be selected for internships that relate either to the organization’s strategic activities or to administrative or technical functions. Internships will allow the successful candidates to have the opportunity to work in a multi-cultural international organization:

Duties and Responsibilities
The main duties that the intern will be expected to carry out are:

  • Conducting research;
  • Assist in the preparation of various documentation and reports;
  • Assist in the cataloguing of information;
  • Assisting in the organization of conferences, forums or other collaborative events;

Status

  • Interns are considered gratis personnel. They are not staff members.
  • Interns may not be sought or accepted as substitutes for staff to be recruited against authorized posts.
  • Interns may not represent UNDP in any official capacity.

Competencies
Interns’ Expenses
Interns are not financially remunerated by UNDP.
All costs connected with an intern’s participation in the Programme must be borne by:

a. the nominating institution, related institution or government, which may provide the required financial assistance to its students;
b. the student, who will have to obtain financing for subsistence and make his/her own arrangements for travel (including to and from the office), visas, accommodation, etc.

Insurance

UNDP accepts no responsibility for the medical and life insurance of the intern or costs arising from accidents and illness incurred during an internship. As interns are not covered under any insurance, including MAIP, they should not travel to hazardous locations in the course of their internship with UNDP.

Applicants for internship must show proof of valid medical and life/accident insurance for the duty station for which they will work. It must include adequate coverage in the event of an injury or illness during the internship which:
a. requires transportation to the Home Country or Country of Residence for further treatment; or
b. results in death and requires preparation and return of the remains to the Home Country, or Country of Residence.
Subsequent Employment

The purpose of the Internship Programme is not to lead to further employment with UNDP but to complement an intern’s studies. Therefore, there should be no expectation of employment at the end of an internship.
Should an offer of employment be envisaged, a 3-month break, from the end of the internship, must be respected. Interns cannot apply for posts during the period of internship.

Required Skills and Experience
UNDP may accept interns providing the following conditions are met:

a. Enrolment:

Enrolled in a bachelors/masters programme in a graduate school (second university degree or higher) at the time of application and during the internship (if a candidate is graduating before the internship period begins, they are no longer eligible); or
Pursuing their university/college studies, having completed at least four years of full-time studies at a university or equivalent institution towards the completion of a degree, if pursuing their studies in countries where higher education is not divided into undergraduate and graduate stages;
Not have graduated prior to the beginning of the internship.

b. Skills

  • Proficiency in English required. Fluency Somali or in Arabic is an asset;
  • Computer literate in standard software applications;
  • Demonstrated keen interest in the work of the UN, and of UNDP in particular, and have a personal commitment to UNDP’s Statement of Purpose and to the ideals of the UN Charter; and
  • Demonstrated the ability to successfully interact with individuals of different cultural backgrounds and beliefs, which include willingness to try and understand and be tolerant of differing opinions and views.

Duration

Internship assignments vary in length according to the availability and academic requirements of the intern, as well as the needs of UNDP. However, they will normally last no less than six weeks and no more than twelve months.

Internship assignments are available on a part-time and full-time basis throughout the year, depending on the availability of meaningful assignments and the needs and capacity of offices to receive and supervise interns.

Purpose of the Post

Under the supervision of the cash transfers program coordinator, the post will support the office in monitoring, evaluation, and reporting activities linked to the cash transfers/vouchers programs funded by UNICEF in Somalia.

Based on the evolution of the scale of the cash transfers/vouchers program, the incumbent might be required to support the program coordinator on additional tasks.

Major duties and responsibilities

  •     Coordinate the cash transfers/vouchers monitoring activities: a. Manage the Cash and Voucher Monitoring Group (CVMG) monitoring process: facilitate in collaboration with ODI monthly CVMG meetings, supervise and support the collection and analysis of cash transfers/vouchers quantitative and qualitative data with the third part monitoring partners (ODI and SATG); b. Provide ongoing technical support and strategic orientation to the CVMG and be the focal point for ODI, SATG and the CVMG members; c. Ensure information flows between the CVMG, the CBRWG and external stakeholders; d. Based on the results of the interim evaluation, ensure that the recommendations to improve the current monitoring system are addressed in collaboration with ODI and the NGOs partners; e. Transform the monitoring results of the cash program into advocacy materials to support fund raising efforts and inform the future of the programme; f. Share progress and results of the monitoring system externally (CBRWG, clusters) and internally (especially with the PME section); and g. Develop innovative ways to regularly adjust the data collection (both quantitative and qualitative) to the challenging and high risk context of the office.
  •     Support the final evaluation of the program, review reports, facilitate the field data collection of the evaluation team, link the evaluation team with the key stakeholders of the program Brief staff members in the zone and liaison offices on the correct application and interpretation of UN/UNICEF personnel rules, regulations, procedures and policies. Provide orientation to newly recruited local staff on personnel procedures and requirements.
  •     Produce lessons learnt and advocacy materials the cash transfers/vouchers program to inform UNICEF decision making and the future development of the program for middle and long term strategy, develop a management response based on the recommendations of the final evaluation.
  •     Support the program coordinator in different tasks such as participation to coordination meeting with partners, supervision of implementing partners, writing of activities reports.

Minimum Qualifications, Experience and Competencies required


  •     Advanced university degree in Social Sciences, Political sciences, international relations, Development Planning, Statistics or a related technical field.
  •     At least five (5) years of progressively responsible professional work experience at national and international levels in programme monitoring and evaluation in the field, experience in emergencies context is required.
  •     Ability to work under pressure is required
  •     Proficiency in written and oral English and local language of duty station required.

Natural Resources Policy and Institutional Specialist for Project Preparation Grant phase to formulate project: Enhancing Wildlife Conservation in the Productive Southern Kenya Rangelands
through a landscape approach

Background
Despite the high returns from wildlife based tourism and the large baseline of investment in protected area management in Kenya, tension between conservation and development persists in the greater Amboseli ecosystem, where the ecological viability of the PA estate to sustain healthy populations of wildlife is threatened by loss of animal dispersal areas, migratory corridors and drought refugia.

The greater Amboseli is part of the Maasai lands in the Southern Kenya rangelands where communities continue to perceive conservationists as using a protectionism and segregation approach, contrary to their preferred approach of integration of people and nature, to deliver both development and conservation benefits.

Here, the high returns from tourism have bypassed the local communities who have borne the high cost of conservation, not only from lost opportunities from the rangelands, but also from damage to crops, livestock and lives, visited on them by legally protected wildlife.

Additional pressure from growing populations, nationally and locally, has heightened the fear of losing the remaining rangelands, particularly given the inadequate security of tenure for group ranches.

This has provided a portent incentive for subdividing group ranches, converting them into fenced cultivated land, at the expense of the ecosystem’s ability to provide for both wildlife conservation and livelihoods.

Overall Objective
The overall objective of the consultancy is to support review of and improvements of current policies, legal instruments, governance, institutional arrangements and partnerships related to utilization of land and resources in the southern rangelands and specifically in the greater Amboseli ecosystem.

Alongside the consultant will propose options for improving the status quo.
