Plan International (in Kenya) is recruiting the following:
1. Project Officer, Governance based in Kisumu Program Unit. The job holder reports to the Program Coordinator Governance and will provide the overall implementation of the Child Centered Community Development (CCCD) projects in line with PULTP strategies and ensures sensitization of the community about Plan?s new strategy by facilitating appropriate networks. He/she is responsible for the development and execution of the governance project outlines and control of budgets and in charge of the designing, implementation, monitoring and reporting on the project activities.
2. Project Officer-Health based in Machakos Program unit. This job holder reports to the Program Coordinator Health and will provide the overall implementation of the Child Centered Community Development (CCCD) projects in line with PULTP strategies and ensures sensitization of the community about Plan?s new strategy by facilitating appropriate networks. This position is field based. The incumbent will work in collaboration with the Project Manager, Community Stakeholders & Partner organizations.
Key Responsibilities:
• The incumbent will be responsible for implementing the natural resource management and disaster risk reduction related activities.
• Regularly monitor activities and report progress to the Senior Programs Officer.
• He/She will be required to identify & provide training for the community user groups including rangeland user groups, peace committees among other community institutions dealing with natural resource management and disaster risk reduction interventions.
• Participate in project coordination meetings representing VSF Germany at district and county level forums as required.
• Respond to cross cutting issues affecting the community in cooperation with specific expert agencies.
• Steer the development and presentation of community drought preparedness plans with relevant groups i.e. Peace Committees, Water User Committees and Resource Planning Committees
among other laid structures.
Qualifications, Experience, Attributes & Skills required
• University Degree in Natural Resource Management or Environmental Science from accredited university.
• Advance Diploma in Disaster Management will be an added advantage.
• A minimum of 2-3 years working in Livelihoods programming and Project support.
• Knowledge and experience of working with pastoral communities.
• Excellent computer knowledge and report writing skills.
• Knowledge of current policy on Natural resource and environment management.
• Knowledge of Donor Funds Management and Reporting.
• Working knowledge of ECHO rules & regulations shall be an advantage.

- Conduct baseline studies using participatory approaches to identify the number of persons as well as orphans and vulnerable children (OVC) afflicted and affected with HIV/AIDS so as to determine their capacities, available resources and coping mechanisms
- Encourage the youth to attend voluntary counselling and testing (VCT) to decrease risk behaviours by emphasizing consent, confidentiality and counselling aimed at decreasing stigma as more people know their HIV status
- Develop and implement social support programmes to assist caregivers to provide counselling, home-based care and psychosocial support to persons living with HIV/AIDS (PLWHA) including orphans and vulnerable children (OVC) afflicted and affected with HIV/AIDS to participate in productive activities
- Participate in the design, development, implementation and evaluation of capacity building programmes aimed at equipping and strengthening staff, volunteers and communities with capacity to provide HIV/AIDS care and support
- Strengthen collaborative partnerships and networks with stakeholders, donors, government agencies, the private sector and other players to ensure implementation of programmes that enhance organizational effectiveness
- Provide leadership to multidisciplinary teams to develop, implement and evaluate HIV/AIDS prevention and control activities using participatory community methods to improve performance standards and organisational effectiveness
- Develop and implement lobby and advocacy programmes with a view to reform laws and policies that hamper the implementation of programmes
- Prepare periodic progress reports and annual reports showing achievements against planned targets as well as providing justification for performance variances and areas of improvement
Minimum Qualifications
Diploma in Community Development or equivalent qualifications such as epidemiology, nursing & social work
Three (3) years experience in planning, implementing and evaluating HIV/AIDS prevention and control programmes
Competencies
- Knowledge of HIV/AIDS health care, humanitarian relief issues, trends and goals aimed at preventing and alleviating human suffering

- Strong interpersonal and cross-cultural skills including the ability to build collaborative relationships with sensitivity to cultural, ethnic and political issues

* Examine TB and malaria slides from
various NGOs sent for EQA rechecking
* Give advice on remedial action to
the relevant NGO staff
* Participate in processing EQAS
materials e. g. Haematology, Clinical
Chemistry and Microbiology sent to
AMREF laboratory
* Support in routine laboratory work
in AMREF ’s Central Laboratory and
adhere to laid down policies and
procedures
QUALIFICATIONS AND COMPETENCIES :
* The ideal candidate must have a
minimum qualification of Higher
National Diploma in Medical
Laboratory Science or its equivalent
and formal training in proficiency
panel sample preparation.
* At least five (5 ) years of relevant
work experience in a busy clinical /
laboratory environment ;
* training others in proficiency testing
material production will be an added
advantage;
* experience of working with
Ministries of Health and partners;
* excellent interpersonal skills ,
excellent written and oral
communication skills , ability to
prioritise duties and work under
minimal supervision.

Professional Certifications in
Project Management such as PRINCE2™, PMP™ and MPM ™
are considered a plus.
A graduate degree in Building or Project Management would
be an advantage.
