PURPOSE OF POSITION:
The Global Surge Capacity Network (GSCN) has responsibility within global HEA to manage large-scale emergency response (ER) deployments and to source internal and external candidates for ER deployments mostly in CAT III responses across the Partnership.
The Surge Capacity Coordinator identifies staff members and facilitates their deployment through the Partnership-wide Global Technical Resource Network (GTRN) system. The incumbent regularly maintains contact with surge capacity network members available to deploy, tracks current deployment deadlines and reporting, ensures Emergency Response (ER) competencies and standards and end-of-deployment performance evaluations are maintained on GTRN, participates in regular webex meetings to foster knowledge and awareness about the GTRN as a way to expand the pool of ER applicant membership.
The GTRN is a semi-automated system for capturing and validating the knowledge, skills, and experiences of World Vision staff members and external experts against the competencies and standards needed in short-term deployments or secondments. Deployments and secondmends from the ER are directed to emergency relief, rehabilitation and mitigation programs across the Partnership. These deployments and secondments are critical to the success of disaster management across the organisation, and particularly large-scale emergency responses.

KEY RESPONSIBILITIES:

  •         Network with capacity building and regional response leaders to work towards full membership of all potential deployable resources within the Partnership.
  •         Coordinate the identification and deployment of GSCN members on the GTRN Emergency Response roster and prepare the necessary agreements between the sending and receiving offices.
  •         Participate in key selected regional disaster management team meetings to gain support and involvement in all membership aspects of the GSCN and incorporating technical resources into the GTRN ER.
  •         Oversee the Emergency Response roster and coordinate with GTRN technical management to ensure process workflow and proper customer support during nominations and validations is maintained.
  •         Determine key sectoral competency needs for emergency responses in collaboration with the GSCN manager and develop both internal and external sourcing channels to procure and maintain these competencies on the ER roster.
  •         Manage relations with GTRN ER applicants, validators in the GC/NOs/SOs/ROs, and ministry teams (HEA).
  •         Participate in the implementation of a communication/marketing strategy and initiatives to retain interest in the GTRN ER and increase usage across the Partnership.
  •         Provide regular reports on deployments as well as current numbers of available GSCN members, etc.
  •         Provide GSCN membership support as required, and in coordination with GTRN technical management.
  •         Responsible for the development of new deployment/secondment stream sources for the registration of GSCN members
  •         Coordinate with HEA and P&C stakeholders in the development of the capacities of GSCN members to keep their skills up-to-date in current humanitarian practice needs.
  •         Work closely with GTRN team in database management, development and enhancement.


KNOWLEDGE, SKILLS & ABILITIES:

        REQUIRED:
  •         Bachelors level degree in Business or equivalent of 3-5 years of on-the-job training in recruitment and or human resources management.
  •         Experience with talent management and competency identification
  •         Knowledge of HR systems, database management and labour requirements
  •         Working experience and knowledge of emergency response programming
  •         Demonstrated process management, networking , collaboration and influencing skills in the management of lateral, up and down stakeholder relationships
  •         Strong negotiation skills and experience
  •         Experience in project management, business or system analyst
  •         Experience in recruitment of executive, professional and technical positions is required
  •         Good IT skills

        PREFERRED:
        Bachelors level degree in Human Resources
